Food Security and Agriculture Productivity Project (FSAPP)
The Food Security and Agriculture Productivity Project (FSAPP) under the Department of Agriculture is a 5 year Grant project financed by the Global Agriculture & Food Security Program (GAFSP) and its implementation is supervised by the World Bank. The Technical Assistance for this project is provided by the Food and Agriculture Organization (FAO). The total grant amount is USD 8 million out of which USD 1.150 million is allocated to FAO for the provision of Technical Assistance (TA) to the successful implementation of the project. While the initial project was to end on 30th Dec, 2022, it has now been extended till 31st Dec 2024 with the approval of the Additional Financing of USD 4.64 million.
The project Grant Agreement was signed between the Royal Government of Bhutan represented by Honorable Finance Minister, Lyonpo Namgay Dorji and the World Bank represented by Mr. Yoichiro Ishihara, the World Bank’s Resident Representative for Bhutan on 18thMay 2017 in Thimphu in the presence of Honorable Minister for Agriculture & Forests, Lyonpo Yeshey Dorji. The signing of the Additional Financing took place in the early September 2021.
The project was launched on 21stSeptember 2017 in Thimphu by the Honorable Minister for Agriculture & Forests, Lyonpo Yeshey Dorji.
This project is being implemented in Bhutan’s five south-western Dzongkhags of Chukha, Dagana, Haa, Samtse and Sarpang and in 29 Gewogs out of the total 58 Gewogs in these 5 Dzongkhags.
Chukha: Bongo, Doongna, Getana, Maedtabkha, Samphelling, and Phuntsholing (6Gewogs)
Dagana: Drukjeygang, Karna, Karmaling, Lhamoi Dzingkha, Nichula, and Largyab (6 Gewogs)
Haa: Gakiling, Uesu, Samar, Sangbay, and Katsho (5 Gewogs)
Samtse: Dophuchen, Norbooganag, Sang- Ngag-Chhoeling, Tading, Tendruk, and Yoeseltse (6 Gewogs)
Sarpang: Gakiling, Shompangkha, Dekiling, Samtenling, Tareythang, and Umling (6 Gewogs)
The Project Development Objective is to increase agricultural productivity and enhance access to markets for farmers in selected gewogs in south-west Bhutan.
The project is managed by a Project management Unit (PMU) office housed in the old building of the National Plant Protection Centre (NPPC) located at Simtokha and is headed by a National Project Director, 1 Monitoring & Evaluation (M&E) Officer and assisted by an Administrative Assistant and a driver.
Under the TA support of the FAO, there are 4 national Consultants are recruited and supports the PMU and they are:
- Nutrition Education Coordinator (Team Leader, TA-FSAPP)
- Marketing & Value Chain Expert
- Procurement Expert
- Communication and Knowledge Management Expert
- Environment & Safeguards Expert (Short term)
- Farm to School Expert (Short term)
- M&E/IT Expert Firm (Short term)
- Data Analyst (Short term)
Besides the above experts, other short-term consultants will be made available to the project based on the needs.
The project implementation is supported by the 3 Agriculture & Research Development Centres (ARDCs) namely National Centre for Organic Agriculture (NCOA)-Yusipang, ARDC-Bajo, and ARDC-Samtenling and the Department of Agricultural Marketing & Cooperatives (DAMC) responsible for providing technical support and implementation guidance.
The overall guidance and oversight for the successful implementation of the project is provided by the Project Steering Committee (PSC) headed by the Director, DoA, representatives of DAMC, Gross National Happiness Commission (GNHC), Ministry of Finance (MoF), Programme Directors (PDs) of 3 ARDCs, 5 beneficiary (farmers) representatives, Chief, Policy and Planning Division (PPD) of MoAF and the Director, Directorate Services of MoAF.
The project priority crops are Rice, Potato, Quinoa, Citrus, Vegetables (Chilli, Cauliflower, Beans, Tomato, Onion, Broccoli, Carrot, Cabbage, Pea, Green leafy vegetables), Large cardamom, Spices (Ginger & Black pepper).
