Horticulture Crop Research Program

General Operational and Functional ToR

  1. The “HCRP” will operate within the broad mandates and functions of Agriculture Research and Extension Division (ARED).
  2. In order to ensure succinct outcome and deliverables, HCRP will be guided by the following ToR

TECHNICAL MANDATES AND FUNCTIONS

B. Crop Research Policy, Strategy and Guideline

  1. The section will lead the co-ordination and planning of “Horticulture crop” program and activities in collaboration with Agriculture Production Division, Commodity Co-ordinators, ARDC Bajo, Wengkhar, Bhur, RDC-OA Yusipang, NSSC, NPPC, NPHC, AMC and National Biodiversity Centre (NBC).
  2. The section with operate its research co-ordination functions within the following category of crops (but not limited to):
  • Fruits and Nuts
  • Vegetables
  • Citrus
  • Mushroom
  • Potato
  • Medicinal and Aromatic Plants
  • Spices
  1. The section with lead through collaboration with relevant institutions and program within the DoA to formulated “nested” Horticulture crop research policy and strategy
  2. The section will lead and guide Five Year Horticulture crop research program, strategies and broad activities
  3. The section will review annual Horticulture crop research activities in line with the DoA’s development and recommend.
  4. The section will lead the formulation of Horticulture crop research protocol and guidelines
  5. The section will review the “release of Horticulture crop variety” proposal by the ARDC and RDC-OA for its technical and socio-economic completeness and refer to “variety release committee”
  6. The section will support the implementation of commodity development program

C. Resource Mobilization

  1. The section will lead in the co-ordination and formulation of Horticulture crop research projects and secure financing from RGoB and projects.
  2. The section will co-ordinate, review and recommend the annual budget for Horticulture crop research program and activities

D. Monitoring

  1. The section will prepare Five Year and Annual crop research monitoring framework and regularly (quarterly)  and on need basis collect and submit the progress status to the Division Chief
  2. The section will lead the publication and updating of “Crop Germplasm” book
  3. The section will assist Agriculture Extension Section (AES) for the publication of journals, articles and publications
  4. Co-ordinate the conduct of meeting on need basis

E. MANAGERIAL AND GENERAL CO – ORDINATION FUNCTIONS

  1. The HCRP will be the focal on Horticulture Crop Research for all the Four RDCs.
  2. The HCRP will also be the technical focal for all the central Program on issues related to Horticulture Crop Research.

AGRICULTURE RESEARCH & DEVELOPMENT CENTRES

General Terms of Reference (TOR) of ARED:

Mandates:

  1. Co-ordinate and facilitate implementation of Research Programs to generate technologies for agriculture development.
  2. Co-ordinate and facilitate technology dissemination for agriculture development.
  3. Lead the formulation and review of research and extension policies and strategies.
  4. Lead the development of Five Year and Annual Plans and guide its implementation.
  5. Lead the Monitoring, Evaluation and Supervision of the implementation of the planned Research and Extension Programs.
  6. The division will be the secretariat for Bhutanese Journal Agriculture Editorial Board, Varietal Releasing Committee, National Seed Board, Food Fortification Program and Agro-met Advisory Services.

Functions:

  1. Lead, co-ordinate and guide the development of Commodity Research Plans and Programs (Annual and FYP).
  2. Lead, Co-ordinate and guide the development of Commodity Research Strategies (Short/Long Term).
  3. Co-ordinate National, Regional and International Collaboration with Research Institutes.
  4. Develop Project proposals to mobilize fund to facilitate Research and Extension Programs.
  5. Coordinate the Review and Formulate Agriculture Extension policy, framework and guidelines to support Agriculture Extension.
  6. Coordinate Capacity Building for research and extension staffs.
  7. Lead and co-ordinate the publication of peer reviewed Agricultural Journals (National, regional and International).
  8. Manage and share Knowledge and Information on research and extension.
  9. Lead Monitoring, Evaluation and Supervision of the implementation of Annual Research Work Plan.
  10. Co-ordinate Annual Research and Extension review and planning exercise.
  11. Collect and Compile Progress Reports on Agriculture Research Programs for submission to the Ministry.
  12. Compile and manage the administrative data.
