The National Seed Center (NSC) under the Department of Agriculture has been supplying certified seeds and multiplication stock of planting materials to farming communities based on their demand. However, since this activity can be taken up as seed business by the private, the department intends to provide this business opportunity to private firms, should they be interested and capable of delivering and fulfilling the demand of the farming communities. Therefore, the Department of Agriculture (DoA) extends an invitation for submission of Expression of Interest (EoI) from the interested registered (license holder) private nurseries and seed companies for supply of all kind of certified seeds, seedlings and planting materials of Agriculture crops to farmers across the country. The certified seeds and seedlings shall include those crop varieties which are approved and released by the Variety Release Committee of the Department of Agriculture. The list of released/certified seeds and seedlings and estimated annual requirement are attached for kind reference.
Proponents are requested to submit detailed EoI with the following components:
- Seeds, seedlings and planting materials production or import plan.
- Seeds, seedlings and planting materials supply plan.
- Selling prices of each variety of Seeds, seedlings and planting materials.
- Proof of land available/facilities and other infrastructures for production of seeds and seedlings within the country.
- The Proponent should also engage in domestic production of seeds, seedlings and planting materials equally for sustainable maintenance of crop varieties beside trading.
- Any prior experience or associated skill
- CID/Business license
The government will not provide any subsidy or financial support for production of seeds and seedlings to the private sector. However, NSC will provide all technical support and supply foundation seeds/mother stock of planting materials to the private seed entrepreneurs on a full cost basis. While producing/importing and supplying seeds and seedlings, the proponent shall comply with Seed Act of Bhutan 2000 (under amendment), Seed Rules and Regulations 2018, Minimum Seed Standards of Bhutan 2019, and other guidelines and standards related to seeds and seedlings available on the Department’s website (www.doa.gov.bt).
